Premier League - At What Point Do They Run Into Legal Issues?

I think there is a question here that I have absolutely no answers to of at what point are they legally what point do they run into the same issues that you wait for ran into with cast? Right? At what point do you as a league run into a legal issue in that what you are doing to this privately held club is not legal under UK law, right? And my impression is that there is significant amount of leeway here, but I am not a lawyer. Like I do not know even what the relevant UK laws I'm sure we will learn about it over the next year or so.
