85% of Singapore population stays in the AGB flats. People will be pouring curry, they'll soup down the bean chutes. It creates environmental health problem because rodents will come. So once you bag it, at least it goes into the bin where we can take it off. Low-wage families who are hand to mouth to feed their family should not have to buy plastic bags just to bag their refuse.
