The Power of Congress in the Great Depression
I believe, if I remember correctly, the powers of the executive started to change around the Great Depression. When he had four consecutive terms, that's when they put the presidential term limit in during his fourth term. So now they can blame the president when the president oversteps power that was given to the president by the Congress.
