Hitler arranged a meeting with the wife of shaefer to make an arms deal. Hitler told her that he wouldn't hand over any money until she had weapons in his possession. The notse party did not have the funds to spare to participate in covert arms deals on their own, and they certainly didn't have enough money to buy weapons and just hand them over to the authorities. Sothere's a lot going on with this story. It's not really clearly stated who herr shaffer was, where he got the weapons cash, or what his organization was. But hitler is implying that they were black market criminals.
