After the Watts riot, Governor Edmund G. Brown appoints John McCone to lead a commission to investigate the cause of the riot and recommend preventative measures for the future. After the Watts riots in 1965, many young black people become more active in their communities. They're joining groups like the Black Panthers. By the late 60s, many civil rights activists and Black Panthers were dead, assassinated, or put in prison. This is devastating to many in the black community. The lack of leadership leaves a void and that void is filled by gangs.
