The Decline of the Heian System

By 1100 AD, shouin encompassed roughly one half of all of the arable land in Japan. The Kyoto court attempted to counter this trend by strengthening the power of empirially appointed provincial governors. This did not work and it was replaced with a more militant form of Buddhism.
