The Challenges of Programming Language Design
Programming language design is really not at its heart a scientific enterprise, or at least not at the end. What you really need to do is get a load of professional programmers to agree to use all these different languages for prolonged period of time. And clearly this isn't going to happen. People successfully do research in design disciplines like architecture and so on.
