Some cognitive functions have placed more and more, place more representational demands on the system. It seems as though when you get into cortex, you're in a slightly different neural regime than you are in the brainstem or spinal cord. And it may well be that the aggregate behavior of lots of knots of interconnected cortical nurons exploited neural tissue in a qualitatively different way to these kind of analyses ta we're talking about.
