The Garden Metaphor in an Education System
In 2005, international aid for education was focused on country ownership. Donors were deciding where they wanted to put their money in these countries. With this harmonization agenda, one of the things that is coming through more recently is that donors in country are harmonizing. But there's still a question as to whether that harmonization is behind a low income country agenda for education.
