Is There a Problem With Planning Permissions?

Only two percent of Irish land is actually built on, according to CSO figures. Grasslands accounts for 59 percent of all land in Ireland. Only half of the planning permissions are be built on because of land capture. All the wealth associated with the land goes to the one individual who owns the land and not to the community and the taxpayers who make the land valuable.
