Many people do not know that people were actually accused of being werewolves in history. The cases are much more localised basically unique wolves to have werewolves. If there are no wolf attacks there is nothing to connect a werewolf attack to. There's an area called the French Comte which is now part of France but it's immediately to the west of Switzerland who was known as 'werewolf central'
