What Is a Bumstock?

CNN's John Defterios and David Frum talk about the bump stock case. The ban has been struck down by circuit courts for different reasons, they say. They argue that it doesn't change the actual mechanical operation of the gun. But if you modify your gun with a bump stock, does it make it a machine gun where one trigger pull sprays lots of bullets? And we're going to get to that as well.
