Ocas: The biggest concern of decentralization of power was the concern of local elet capture. There was just this very real concern that local control would mean that you would simply not educate the under privileged folks, he says. Ocas: We are at a place where the optimal amount of decentralization is almost certainly much higher than what we've had so far.
