The State as Trans Historical and Universal
A halak is saying that the modern nation states are actually the historical product of a European experience almost exclusively except for the experiences of the colonies. These are very culturally historically specific and have their character defined by European experience, to do with coming out of the middle age of the Reformation,. The Enlightenment particularly, and subsequent experience afterwards. So this is not a universal category. It's not a trans-historical category; it's something that is actually very particular and very recent and very recent.
