The city of Rochester is threatening Mr. Suquam with fines if he doesn't fix the hot water heater of a tenant who doesn't pay rent. As long as this is how people go about their business, you can bet that we're going to have housing shortages. There are about a million more job openings right now than there are people applying for jobs. Employers can't bribe people well enough to take a job. Some employers are offering pet insurance.
