A pro-actionary person is thinking of just promoting opportunity. So if I am creating more venues of actionable things that can occur, most of which are good, some of which are bad, that is a positive thing. Even if there's some collateral damage, as long as the collateral damage is outweighed by the good stuff, the practionary saying, yay.
