How to Make the Reference Check Process Better

The incentive of a candidate to select references that will make them sound as great as humanly possible, given their incentive is you get the job they want. What ends up happening is all these references answer your questions with some version of x, y, c. And so what i thought about was, how do you make the reference check process better?
