The Importance of Confidential Negotiations

The Glassboro Summit, which took place from 23rd to 25th June of 1967, was called because the Politburo, Colcegan and others were coming to New York in order to mightily complain about US behavior. This was again in the wake of the 1962 Cuban Missile Crisis. A key ingredient there, I would argue in making it possible to have those negotiations despite the dire atmospherics was presidential leadership. Only a president or maybe their most senior advisors has the gravitas and frankly the position to stick their neck out that far and take that kind of risk.
