I think the premise of that falls apart pretty quickly when people find out that their data is going to be shared with their managers. If it's not strictly for the benefit of the individual and it's seen as a negative thing in certain lights, there was a revolt within a month. There's a lot of overlap between what that individual will do with that data and what that manager would have done with that data. A lot of people will just auto self-correct, empowering them with that data without penalizing them for sharing that data up to their manager.
