The Rooney Rule and the NFL
The NFL tried to address these concerns by putting in place something called the Rooney Rule. Within five years of its creation, you had a Super Bowl featuring Lovey Smith and Tony Dungy. By 2011, there were seven black coaches. So you went from one to seven within a matter of 10 years.
