Ordered Liberty
A right at the federal level is that states would be prevented from making certain kinds of laws. The 14th Amendment is so important in terms of constraining states' rights with regards to this. This is why this phrase, ordered liberty is used. It took a while to settle the law on the extent to which the 14th Amendment guaranteed all the bill of rights were prohibited states from legislating in ways that were inconsistent with the bill of Rights.
