Matt Hancock had set himself a target of hitting 100,000 tests a day by the end of April 2020. He says that's proven by meetings that took place that day between the initial exchanges and the later ones. Helen Waitley, the then health minister referred to that and indeed email evidence which may come up in the COVID public inquiry.
