What Is the Difference Between Libp2p and Waku?

Libp2p gossip sub and what waku provides. Libp2p is a great library that anyone can use to Add to their software, but they have to convince people to run it. Waku splits the whole network in smaller gossip sub networks. We are looking at protocols to either add pan protection or ways to write the meat number of messages that someone can send so that nobody does the network.
