Is the Earned Income Tax Credit a Black Tax Provision?
Many tax policy experts have argued that a lack of statistics on race and any sort of reports linking higher auto rates to minority groups is simply a consequence of the complexity of certain credits. "The structure of the Earned Income Tax Credit is essentially a trap," he says. The EITC is an example of the over-policing of blacks, I think, and then the administration of it, because there is a sense that blacks that are using it are up to no good.
