Haitian Slavery - The President's Revolt

After the Americans take over, our boy's smettles doesn't exactly cover himself in glory. He was in charge of constructing a national road system in Haiti. Except Haiti couldn't pay for the road building project because the US had taken all their money. So, smetly revived an old French imperial law permitting the internment of citizens to perform forced labor. This came hardly 100 years after Haitian slaves revolted and won their freedom from their colonial masters.
