Small business administration's 8a program involves tens of billions of dollars a year in minority set aside contracts that apparently helps only about 4,000 businesses again overwhelmingly very well off she says. "The idea that we're going to do this by helping out what really amounts to a handful of very successful businesses is kind of a patently absurd way to do that"
