When you have prisons that are run by the government, it is in the best intention of those prisons to have as few prisoners in as possible. When you have a private prison, it's in that prison's best interest to have the most prisoners possible. So fixing up neighborhoods with weed and stuff is not gold be good for business. And so from my analogy, the news needs as much fearful, scary stories to keep people coming back. It's no longer at all, ever about rehabilitation. It's just a revolving door. Caing the beds with right legis. Over populate the prisons so that you can't rehabilitate anyone because they're all just crowded on top of each other.
