The clean energy tax credit is going to incentivize wind and solar. If you use prevailing wage in your construction, that baseline credit goes from 6% to 30%. It doesn't guarantee union organization, not by any stretch, but it very significantly levels the playing field between non-union and union labor. Public and nonprofit entities can receive these tax credits basically as a cash payment even though they themselves have no tax liability.
