Find someone at the university that you choose who may have an overlap with your work. Go deep into the work, try to understand what they are trying to teach. Keep the correspondence going only if it's not just useful for you but because you're able to help the professor make connections. After a month of these correspondences, it is quite likely that you can say to that professor, I'm thinking of coming to your university.
