Infallibility is not a gift to the pope. It's a protection from the church, he says. Only about a third of the popes are canonized. The word papacy isn't found early on, but I would go further and say that neither is the idea. And so you have a way where the council of Jerusalem can help enforce doctrinal unity in the Catholic Church.
