A majority of each shall constitute a quorum to do business. Each house may determine the rules of its proceedings, punish its members for disorderly behavior and with the concurrence of two thirds, expel a member. No person holding any office under the united states shall be a member of either the house during his continuance in office. So what does this one mean? Members of congress have to get paid.
