Is Smallpox a Weapon of War?

There was never really any intelligence that had existed back when there was the smallpox, i guess scare you could say. The clinton administration, its last years, had a lot of focus on smallpox stuff and after. I believe this is all fear mongering to get people to accept the idea of going into a rack war. It's almost like that same narrative we've heard about iron - they would almost use their nuks in the same way as a suicide bomber would.
