The reforms were implemented at the same time as other members of the nobility were undeniably conducting reactionary activities. The perceived power grab of the aristocracy, whether real or imagined, tinged the old regime with the permanent smear of corruption. And it did so when the foundations of the old regime were already weakened by enlightenment thinking and straddled with a ticking debt time bomb.
