The Importance of Floating Border Barriers

The International Boundary and Water Commission Treaty, which is a bi-national treaty with Mexico that governs the Rio Grande River. The easiest way for them to get it is to have Governor Abbott do it. Congress gave the Secretary of Homeland Security the authority to waive every law, local state federal for border barrier. So presumably this buoy border barrier would also be covered.
