The Role of Nuclear Weapons in US-Russian Relations

The 2002 US withdrawal from the anti-ballistic missile treaty was an aggravating factor in relations with Russia. The idea is that a first strike could degrade, let's say, Russian recalulatory capability to a low enough point that ballistic missile defenses could take out any remaining recalcitrant weapons. So Russians understand this too and see it as at least intellectually at the intellectual level of threat to their security.
