The 2002 US withdrawal from the anti-ballistic missile treaty was an aggravating factor in relations with Russia. The idea is that a first strike could degrade, let's say, Russian recalulatory capability to a low enough point that ballistic missile defenses could take out any remaining recalcitrant weapons.
