Increasing the number of bureaucracies was actually an electoral strategy. The block that continues to vote predominantly for the national african national congress are the government bureaucrats, right? And so it is in the government's interest to increase the number of bureaucrats on the governmental pay roll. Part of the reason why so many afAfrican countries have these absolutely mind blowingly huge bureaucracies is because that is how they get their cliental to vote for them at the time of election. It's certainly a problem off institutional immaturity, that these countries have not yet comprehended the limited role that governments need to play, and have to play, in in the economic life of a country.
