Ther a very small number of people who are born who are basically sociopathic. And they're generally not hannibal lector affect. One of the correlations of sociopathi is low e. So occasionally you get like low e c people who get some pleasure out of pain. People murder a lot of people in a gang or something. You get people who might legitimately enjoy inflicting painon others. They're a tiny minority of the human race, and they almost never have any real power.
