Johnson in a sort of shallow confused way was a one nation Tory that could see the benefits of investing in public transport or housing. He never worked out how he's going to get the money or clear it with the treasury which is always a battle but there he was somebody who might if he had been substantial modernized the Tory party instead of leaving it in chaos. The Conservative newspapers hugely influential on the BBC largely painted Johnson as a heroic figure they knew the shortcomings and ignored them.
