Social security is one of the most complex pieces of legislation. The law as passed in 19 35, a deductions from pay checks doesn't really start until 19 37 and benefits. What do you do with a mother and two children in 19 35? And social security, if you look at it in terms of od pension, von and unemployment, insurance, is not going to be helpful for them at all.
