Closer Rule - It's a Vote to Wrap It Up
Closer rule was invented in 19 17 as a tool to cut off debate when it went on for too long. Southerners seized on the cloter rule and used it almost exclusively against civil rights or at least civil rights, he says. After ssono o, closer was never invoked on any of the civil rights bills until 19 64. It became a defacto super majority threshold so that every time a silvelr rights bill came to the floor, it became understood that it would need a super majority to clear.
