The speech was pretty standard fare, I thought, depending on one's mood. People variously interpreted it as very hawkish or rather par for the course. The Chinese Minister of Defense is more of a military diplomat in the context of a meeting like Charon Grille. He doesn't have oversight in the way that the Vice Premier of the CMC, General Zhang, does in the Chinese system.
