Douglas Farrah: Victor Boot was convicted in the U.S. of trying to sell arms to a designated terrorist organization, the FARC knowing that the weapons could be used to kill Americans. He says Russia has always asked for his release and this is the first time they might actually get him back. "It's the first time we know that the US has actually considered doing anything like that," he says.
