Is There a Standard for Customizing Error Messages?

I think there's a lot of value to be able to localize an error and find some discussion about that. It just seems like there's something lost there when you can't search for an error message in Google. On the one hand, having it by default and something common is helpful so we can all communicate. But on the other hand, people do have a sense that we're all endlessly editing our editors and every aspect of our development.
