The southwest is one of the fastest growing parts of America. More than 40 million people live in that region. There are four million acres of agriculture. And 30 Native American tribes reside within the basin as well. In 1902 when Congress passed the Reclamation Act, it was designed to help the rural west be quote reclaimed from a barren desert into productive farm country.
