In 2010, China's then president Hu Zhentau was coming to Canada for a state visit. He said they're a New Arctic state and wanted to view the Arctic as the common heritage of mankind. The one wild card is fishing in international waters. Beyond 200 miles, it is the extent continental shelf is only the sea bed.
