Gorbachev's 'The End of the Soviet Union'
In other historical events within the 20th century, like Gorbachev in the Soviet Union in the late 80s. He takes this as a sign of liberalism's victory and the way in which communism could not claim to be a superior system but just a blip on the course of human history. But he rationalizes it and suggests that these are aberrations that will eventually come into the spectral light of advanced market capitalism. I don't know.
