Lukashenko is one example of leaders who faced with domestic opposition have had to increase investments in repression. Repression can be used and it is used when propaganda fails to convince the masses that the leader is popular, or indeed, when the balance of public opinion shifts. And those in the minority or those opposition forces do take to the streets and make their discontent publicly. Mass uprisings are rare. If people say that they support autocrats, then they're lying.
