The Dynamic Efficiency of the Soviet Union
Some people say that the Soviet Union was actually more efficient than the US. What happens is if as an economy, your technology doesn't improve very fast, you get good at using what you have. There seems to be some inverse correlation between the more dynamically efficient you are and less time there is for the economy to adapt or settle into a static allocation of resources.
