The National Security Council's Directive on Dismembering the USSR
In 1948, the National Security Council produced a document US objectives with respect to the USSR. It was designed to counter Soviet threats to U.S. security. But it actually says that it does not think it is likely that this is a Soviet objective. Instead, it really sees the challenge as coming from Russian political warfare.
