Are You on the Register for Sexual Offenses?

The vast majority are people who didn't have a prior sexual offense, and first-time offenders who know their victim. Most people that I've talked to in almost two decades of studying this and learning about motives are at low points in their lives. 95% of new sexual offenses are committed by people not on registries. The fact that there's a registry clearly isn't deterring them.
